Service Description：
Domestic Cash-On-Delivery EMS is a new extended service launched by China EMS in response to the growth marketing, which aims to provide a kind of special service for the Mail Order Trade company, E-Commerce company, other trader company and Financial organization. The “COD” service collects money for goods on behalf of these companies while delivering on time.
Domestic Cash-On-Delivery EMS will help to avoid the adventure for both consumer and producer. Customer may give the order for varied products at home instead of outdoors.
Enterprise should contract with China Courier Service Corporation to be agreed entry. Service is provided all over the country, cash on delivery according to the waybill will be on behalf of sender and settle account with the contracted enterprise.
The contracted enterprise, such as Mail Order Trade Company, e-commerce company, is responsible for the products and pledge the qualities. EMS undertakes to transmit products and cash on delivery, responsible the service qualities.
Service principle：
To promote the rapid development of China's e-commerce, mail-order and other commercial trade activities, China EMS offers an integrated service platform incorporating the mail transportation and delivery, money collection and account settlement into an organic whole. By offering a kind of safe and reliable method of service with both conveniences in supply and marketing to the society, to reach the purpose of facilitating customer as much as possible, expanding goods circulate effectively, making people's lives abundant and raising people's lives quality with higher speed, bringing about an advance in social economy.
Operation mode：
According to the cooperative agreement, each mail-order company, e-commerce facilitator or other trade and business enterprise, etc. should be negotiated with China courier service corporation (wholly-owned enterprises of State Post Bureau) firstly before handing over their goods and merchandise ordered by the customers to the postal express service. The express delivery personnel will collect the corresponding payment for goods from customers on behalf of the mail-order company while delivering. China courier service corporation will close account regularly with those companies and then .
Service scope：
At present, this service is available around 1547 prefecture-level ?Cor-above cities in the 31 provinces of the whole country. Those enterprises joined into the postal network will automatically enjoy such service provided in some newly-lanching cities.
Requirements of accidence：
• Carrying out the legal and formal registration of industry and commerce with the registered capital no less than 500,000 yuan (copy files must be offered , such as the business license , registration card of the tax ,etc. ).
• Operating within the limits of the law, selling and mailing all kinds of qualified goods.
• Possessing warehouse with certain scale and relatively settled propagate media on mail-order.
• Definite express on quality assurance and after service promise in mail-ordering advertising.
• Wholesome mail-order system of goods quality guaranteeing and after service .
• Agreed to sign the standard text “Consignment agreement on domestic cash-on-delivery EMS” and supplementary agreement with China courier service corporation (wholly-owned enterprises of State Post Bureau).
• Agreed to pay certain joining-in service administration expense with 20,000 Yuan in the first year, 10,000 Yuan every calendar year afterwards. Among them, the expenses included in the first year are utilized to: provide for free a set of computer management applications for domestic COD EMS and unitive (uniform) text format of datum interface; Install and debug for free once and realize normal connecting test run and locale training; provide the long-distance maintenance of operation of system and service expenses of one year of technical support.
• For those enterprises trading in medicine and medical instruments, or other franchise operation products, qualificatory (qualification) certificate of medical treatment or other relevant franchise ratifying documents issued by some concerned department (departments) or responsible administrations should be offered.
Relevant expenses：
Guarantee fee: When a partaker' annual amount of mailing reaches a certain scale, it would be favorable to benefit from preferential price. It should advance some guarantee fee for that.
· Enrolling fee: The expenses spending on the specialized management software that provide the joining enterprises for checking account use.
· Postage: According to the amount of mailing, offering certain favour on the basis of current EMS expenses. To the undelivered and returned mail , collecting certain returning postage and service charge.
· Service charge : For each item delivered successfully, 2% of settlement and service charge of 10 Yuan will be collected.
Settlement of payment for goods：
Frequency of settlement: Three times each month, separately on the 10th, the 20th , the 30th of every month ( festivals or holidays postponing) .
